TKSTAR (h02 protocol) early support

I've got some early support going for TKSTAR trackers that use the h02 protocol.
I wouldn't recommend running out to buy one, but if you already have one, Mustrack now has early support for it.
Tracking is working OK, and I will be writing up some command support soon.
Like the other protocols, I will tweak them as we receive more events over time.
