What if any are the rules about importing parts with a car? Bill of Sale to state that the price includes parts and anything else?

If the parts are with the car then the GST should be paid on the parts (as well as the car). Sometimes the importer just simply forgets to add in the cost of the parts , e.g., pretend the were included in the purchase price of the car.
